Problem
Yellow had a short timeframe to ensure QRA meets its evaluation obligations for both events by evaluating the effectiveness, efficiency, appropriateness and implementation of 11 community recovery programs to inform future programs.
Methodology
Yellow’s team worked on comprehensive deliverables under four key outputs to:
- Review and collate existing monitoring data
- Update the evaluation approach and report template
- Conduct evaluations of community recovery programs
- Monitor and report on the project.
Results
Yellow successfully evaluated the effectiveness, efficiency, appropriateness and implementation of 11 community recovery programs to inform future programs for QRA. The programs evaluated for the Far North Queensland Monsoon Trough (2018-19) were the Community Development Program, Mental Health Recovery Program, Flexible Funding Grants Program, Tourism Recovery Program, North West Queensland Beef Recovery Package (Category D), Community Recreational Assets and Facilities Program, and Community Information and Education Program. The programs evaluated for the Queensland Bushfires (2019-20) were the Community Development Program, Mental Health Recovery Program, Flexible Funding Grants Program, and Tourism Recovery Program.
Analysis
Yellow went over-and-above project requirements by producing a graphic designed Program Logic for each program evaluation. The evaluations have been published on the Australian Institute for Disaster Resilience (AIDR) Knowledge Hub, and the relevant State agencies are actively actioning Yellow’s recommendations. Yellow is proud to deliver the first published evaluations for QRA and the first published evaluations aligned to the 2018 National Framework.
Conclusion
The project’s success demonstrates the importance of effective evaluation and reporting in informing future programs. The Yellow Company was able to deliver a high-quality assessment on time and provide valuable insights for future programs.
